Request for feedback: staggering SGB terms

In our research on open-source governance and technical voting best practices, it was recommended to us that the Stan project consider adopting staggered terms of service to ensure appropriate handoff between Stan Governing Boards. @imadmali, @billg , @Susana_Marquez , and @lcomm can attest to how valuable it has been to have @jonah to offer continuity with the previous SGB.

Moving to staggered terms presents a logistical challenge because we would either need to hold multiple elections per year or extend the length of SGB terms. We would like your input on how to proceed. Please take a look at the options below and let us know what you think.

  • Option 1: Elections are held twice a year to select candidates for 1-year terms, with the exception of the next election, which will have two (2) 6-month terms and three (3) 12-month terms. After that, elections would be held every November and May.
  • Option 2: Elections are held once a year to select candidates for 2-year terms, with the exception of the next election, which will have two (2) 1-year terms and three (3) 2-year terms. After that, elections would be held every November.
  • Option 3: Forgo the entire idea of term staggering and assume continuity can be maintained by some board contingent being reelected. In this case, the next election would be held in November with all terms being the standard 1-year.
  • Option 4: Something else (please elaborate)
