GitHub has multiple issue templates!

Finally!

Doesn’t look like it’s actually selectable as a new issue, but we can add links to populate issues in a sensible way.

Neat. The templates are a huge help—thanks for keeping up with this.

I don’t track the GitHub blog too much, but I just saw the “Set up templates” option in the administration page.

Looks like we can have custom templates for “bug report,” "feature request, and “custom”. Here’s the actual blog announcement by GitHub: https://blog.github.com/2018-05-02-issue-template-improvements/

This is a big improvement over the original post in Jan about having templates, but needing the submitter to add ?template= to the url.

Anyone have time / energy to figure it out for us? It’d be great to adopt for at least Math, possibly Stan, and CmdStan.
