Checklist for adding a dependency (to Math)

Hey @syclik and @wds15 (cc @bgoodri),

Just wrote up the start of a wiki on what questions we want to see answered before we add a dependency to the math library: https://github.com/stan-dev/math/wiki/Checklist-for-adding-a-dependency-to-the-Math-library

Please add anything I’ve missed. Even if this is incomplete it helps people get started.

I just added some more stuff; it’s not well organized yet. Take a look, feel free to edit.

I’m thinking about how we’d want to use this. I think it’d be great if we wrote up the responses for all of our existing dependencies.
