Stan Math not passing tests on develop?

It looks like develop is failing on MPI tests.

Maybe it has to do with config on one of the linux nodes? It looks like it can’t find pyconfig.h.

I think this is related to the Linux Gelman machine being upgraded to the latest LTS Ubuntu. That test ran there.

@serban-nicusor removed the MPI tag from that machine so the tests wont fail until its fixed.
