Addressing this D -- DLL MD5 mismatch, broken installation. In a not completely related post it was recommended to reinstall RTools and possibly rstan.
As a beginner I used rstan on windows briefly and remember having to entirely reinstall Rtools a couple of times for various reasons. I think adhering to this was most important for me.
