Trouble with c++ compiler w/brm

I have installed Rtools and set the PATH as instructed ( PATH="{RTOOLS40_HOME}\usr\bin;{PATH}"). I then installed RStan following the instructions. Rtools is recognized by Rstudio and the c++ toolchain seems to be in order (pkgbuild::has_build_tools(debug = TRUE)).

However, when running brm I get the error message below. I know this must be something very simple but I am stumped. Problem with Rtools, or the path? Ideas?

Yeah, although you probably have to use rstan from GitHub with

remotes::install_github("stan-dev/rstan", ref = "develop", subdir = "rstan/rstan")
