Suppress potentially frightening message about transition steps if sampling will finish within 2 seconds

If sampling is going to finish in 2 seconds or less, perhaps one could remove or reword this exclamation-point-containing message (“Adjust your expectations accordingly!”)?

Here’s a bit of the transcript I get from Stan (eight schools, very old computer):

Gradient evaluation took 1e-05 seconds
1000 transitions using 10 leapfrog steps per transition would take 0.1 seconds.
Adjust your expectations accordingly!

As things stand, users are shown this message all the time. (These messages are sent via the info method in the callbacks logger.)

I wouldn’t mind getting rid of “Adjust your expectations accordingly!”.

Related to this, Andrew has advocated a bunch for output printing as a function of time. Something like every N seconds (I think he’s asked for a doubling window thing). I like this.

I don’t really pay much attention to the gradient cost or the projections. If I’m worried a model is going slow, I run it, and if the 100/2000 message doesn’t appear quickly, I know it’s running slow.
