Code of Conduct for Stan

Hi all, I think there’s a few separate groups talking about a code of conduct for Stan. I thought it would be good to have everyone in one place so we can make sure we’re not doubling up on work. @stevebronder @seantalts @martinmodrak @andrewgelman @syclik My take on this is that Andrew asked me to write a draft Code of Conduct for Stan.
