Help in converting Winbugs code to stan code

I am modeling a disease using Bayesian hierarchical modeling approach. However, my spatial weight is adaptive in nature. I need help on how to convert my winBUGS codes to stan. Please how can I do this.

In general, one-for-one translations of BUGS/JAGS code to Stan do not work particularly well; it is often better to start from the model specification instead. Iā€™d recommend looking at the reference guides and trying to put some Stan code together, then coming back here with your attempt; the community is generally pretty good about helping people refine/correct models, as long as there is something to work with.
