Speedup by using external BLAS/LAPACK with CmdStan and CmdStanR/Py

Empty. I don’t remember it reported that any CXXFLAGS would give 30-50% time reduction, so I didn’t try to optimize that part.

I made the tests with Intel i7-10510U, which seems to have AVX2 (based on Intel website).
