Compilation error on using the Differential-Algebraic equation (DAE) solver on time that depends on the parameters

This is the fix of the stan transpiler so the error will be caught and use will get meaningful msg saying the time must be data in the DAE solver. We can add supporting time as param on the roadmap but currently I lack time for it.
