Running map2stan error 127 compilation error

Operating System: windows x64
Interface Version: 2.16.2

I installed rstan and when I call map2stan I get the error below:

Any Idea what I need to do to get this to run?

Properly configured RTools:

The smart money is on C:/TOOLS/bin and C:/TOOLS/gcc-4.9/bin not being on the PATH due to not checking the appropriate box at the end of the RTools installation process.

bgoodri - Thanks I will look into that. Do you have any links that outlines the steps to follow to properly install Rtools?
