Now do

```
install.packages("rstan", type = "win.binary", dependencies = TRUE)
install.packages(
"https://win-builder.r-project.org/aRC5uk2E56sw/StanHeaders_2.19.2.zip",
repos = NULL, type = "win.binary")

```
